What is the best mixture of soils to build up an area?

want to have a raised bed around to trees where it is hard to mow do to the roots, I have the boulders placed and want to fill it up and then put flowers and river rock for decoration. the plants will cascade down the front rocks with the background will have wildflowers and river rocks I collected over the years, as a base.
