i have painted styrofoam and used a water based acrylic paint and it did great! Don't use a spray paint because it will dis the foam. Good luck with your project!
I agree with Judymgibbs. The solvents in spray paint will melt the styrofoam.

Hobby Lobby has a spray sealer for styrofoam. I've added a little paint to Mod Podge and painted it on with a brush.
put glue on them then paint them when the glue dry
