    Whatever grade you want 1/2" 1/4", cut a piece of wood and attach it to a straight 2x4. Attach a small level on top and grade away. If you have a long level just attach the wood 1/2" or 1/4' or 3/4" (whatever you want the grade to be) to the level with tape.

    Some people can eye it and use a flat shovel to fill and cut the dirt to drain.

    Also, consider that water will sit on clay, rock, but will be absorbed by roots. So, adding plants is better than adding rock/patio stones. I am lifting patio stones at the side of the house and putting in white clover. I know tree roots will suck up water too, as a way to deal with low lying flood plains.
