Yes, if it cut to fit the step and anchored to it properly .
Absolutely, just make sure to cut them the correct size and I would recommend putting an edge on the steps.
That was my concern, that a corner might lift up and cause a trip or fall, but yeah, Tammy has a great idea about adding the edge!
I would do it on the tread only (the top part you step on) and if you aren't handy with woodworking, try some decorative tacks or simple flathead nails to ensure the tiles won't come up along the working edges.
