How do we make handrails for basement stairs that can be removed?

Our city codes require the sellers to install hand/guardrails on the open side of the stairwell of the stairs going to the basement in the new house we will be purchasing. How can these rails (with no more than 4" spacing between down posts) be built so we can easily remove the entire thing to allow for easy access for furniture, etc. to be moved to the basement, then replaced for safety requirements.
