Our bottom row of siding is just above the deck surface, has a cable going through it, and has rotted.

Pull the zip tool downward and out to unhook the bottom lip, then slide it along the edge, pulling the siding out as you go. Then unzip any pieces above the damagedpiece. Hold them out of the way with your elbow while you pry out the nails that hold the damaged piece in place : https://www.familyhandyman.com/siding/how-to-replace-vinyl-siding/view-all

Great share! Also, IF there is any rot to the underlying structure...remove any softened wood & spray thoroughly with white vinegar & let dry. The vinegar will 'pickle the spores causing the rot/kill them' & the wood will quit rotting. My Late Uncle worked in the ship yards repairing wooden vessels; He told us that is what they did with the ships that had dry rot/damp rot from being in the water.
