I would not advise it. Remove the existing floor and tile over it. If you don't like it, try painting it with concrete sealer and paint.
No. Tile needs a smooth and solid base.
Great answers, uneven surfaces do not allow for good adhesion of a new surface; it is best to remove the old tile & then start your new floor surface...although you home value may go down due to the removal of the slate flooring...consider the re-sale value & time frame before beginning such a large project.
