How do you make a garden fence at a low cost?

I have a 85 lb dog who believes my garden is his personal dog bed and would love a way to contain my plants but can't afford much of a fence. So looking for some cost effective ideas!

Try looking for some free pallets in the area.
Use concrete grid as a panel inside frames of 2x4 and hang on your posts. You would save a lot on wood, but it would be more than finding free pallets.
