Ideally, walls should be smooth for the best stenciling results. However, back when stenciling was popular 12-15 years ago, I did quite a bit of stenciling over textured plaster walls. I used a stiff bristled stenciling brush so I would have more control of the paint (not a foam brush or roller). I applied the paint using an up and down pouncing motion rather than the swirling motion. Expect some bleeding under the stencil but how much really depends on the difference in the highs and lows of the texture. If you try it, I would also recommend using an adhesive spray on the back of your stencil so you can stick it down as much as possible to minimize bleeding. Just using tape on the corners of the stencil will not hold the stencil tight enough against the texture. I would also try to pick a pattern that will be somewhat forgiving of some paint bleeding under the stencil due to your textured walls. If you are really impatient or a perfectionist, I would say don't do it because it will not come out perfect. As for how much is "too much," that depends on your personal taste. Back when I stenciled, borders around the room were popular but most of the stenciling projects I am seeing now are usually limited to just one accent wall in a room. I loved stenciling and I'm happy to see it becoming popular again. I'm in a different house now with smooth walls so I am thinking about doing a subtle tone on tone stencil on the wall at the far end of my hallway.

If your stencil is in a loose pattern and not a stripe or circle, it will work. Otherwise, no. One tends to underdo stencilling rather than the right amount. Its tedious and one loses patience. I might be tempted to do one room if the design is right.
