How can I get rid of over grown chives permanently?

    You will have to smothering them out with newspapers,cardboard ,landscape of black fabric.

    Dig deep to make sure you get all the roots. You can try to separate some roots out to replant by dividing if you can. If you replant, make sure you remove the flower heads before they dry up and drop seeds. I used to do this, but kept out a couple of heads to dry and tried to catch them before the seeds dropped, I would then drop them in the center of the plant so it would stay thick. I very seldom had more than a patch about twelve inches around. I occasionally would find a young sprout a few feet away and would pull it when it was 2-3 inches high as it was easy to grab at that point and it pulled easily as it didn't have much root yet. right now I grow them in a twelve inch pot.
