How can I remove above ground roots without using an ax?

I want to lay some patio stone but some large roots remain from where we had trees removed.

you may instead want to consider overplanting with some type of ground cover, such as monkey grass. This will at least hide any exposed tree roots as well as minimize lawn maintenance.

Get a pry bar and and put the sharp side on the root, take a good size hammer and make a cut in one end of the wood, then chisel the top of the root until it is below ground level. Or take a chain saw to it , but be careful to keep that blade out of the dirt, it will dull a blade quick. Or a mattock would be a good tool.
Call the outfit that removed your trees..they should have a stump grinder, or you can rent one. You will need to remove roots at least 6 inches below grade.
You can try using a pry bar. A stump grinder is for the stump, not the roots. A word of caution, over the years the ground is going to sink as the roots die off. You'll end up needing to have to redo your patio.
