It may be the type of tree that needs another to pollinate.Some plants are self pollinators,others need another of same species to pollinate.
Oh ok.Well then it may need the ph level of the soil checked,then if need be,to adjust according to what a Star Fruit tree needs.You can look that up to see what it needs.
Have you been trimming the "suckers" from the tree? I am not familiar with growing starfruit, but most other fruit trees require the same thing.
