White Wisteria Plant will not bloom!

We planted a white wisteria plant many years ago and it just will not seem to bloom. This year is the only time there were any blooms on it at all and there were not more than five. They were beautiful. I wanted it to cover an arbor that we built around 2003. Our area is Central Texas. We trim the vines every year and the arbor is covered with leaves only. Can anyone help.

    I know this sounds crazy, but the "old wives tale" says you beat it with a broom. Supposedly, it works. You'll never know until you try it!
