Dig out the main plant and roots. The little roots that are left should die. I just plant as normal and take out what roots that are left as I plant. The others shouldn't hurt anything and will degrade in time. Last year we took out some shrubs that had outlived their time years ago, but were not dealt with or cared for by the last tenants before the house was sold. The root systems for some went even beyond the garden. Took what we could when we dug them up and decided it was not worth the heat stroke to get all the roots.
