Do I have to remove grass and weeds before I make a rock or bark bed?

I have an overgrown flower bed of grass and weed and I want the easy way to change to a couple of green plants and bark or rocks surrounding

Yes you should remove all the weeds first.put newspapers,cardboard,and landscape fabric down once the bed is clean.
oh ya...get as many of the weeds and their roots out as possible. if it is in a sunny spot, you might want to try solarizing the bed. basically cover the bed with black plastic and letting the sun bake the root systems of the previous weeds. you can plant thru the plastic if you want, and cover the plastic with a mulch of your choice.
