What plants are natural deterrents to the growth of Bishops Weed?

Bishop's Weed (also known as Snow on the Mountain) is rampant in Vermont and takes over every space. The common cure is to sacrifice the garden space to a growing season of black plastic that prevents leaf growth and starves the roots. I cleared the soil pretty last fall and this spring before replanting the desirable plants. The Bishops still pops up, manageable as long as I give it daily maintenance. I would love a low-growing plant that competes effectively against this annoying weed.

    Bishops weed is a pretty invasive and powerful one. I don't know of any plant that successfully compete with it (except maybe another weed) but maybe if you put down some mulch that will help control the weed while its still young.
