If they are just in rocks or mulch - just spray them with vinegar and that will kill them. If they are on your yard, try this article - http://www.scotts.com/smg/goART3/Howto/how-to-kill-dandelions-in-lawns/34500013?locale=en_US, good luck

Most weed and feed fertilizers will do it, or if you don't have too many, There are grass safe solutions that you can apply to each dandelion. In the mean time, if you have any flowering dandelions take the head off before it dries and put it in the garbage or burn it to prevent new plants germinating in your yard.

Get your neighbors to do theirs also. If you are in the country think about your aquifer if you are on a well system. This is a such a medicinal plant it makes me laugh how annoying it is

The biggest problem is that no matter what you do, they will come back. Their seeds float in the wind and are carried by birds and other flying creatures. You can't stop that for the next year. Although, I suppose if you contract with a lawn service company that come 3-4 times a year, the dandelions in your OWN yard might diminish but that is expensive and fills your yard and the air with chemicals. :(
