What type of Paint can I use to paint old Terry Cotta Tiles?

These are Tiles in/outside and, it was painted before with a brown High Gloss paint. It's coming off now and look very bad. How can I get rid of the paint and will the tiles look like they origin? If not what type of paint can I use? Please help???

I would try to remove the paint and stain the tiles so they would not chip again. Use paint remover.
