I have found human hair sprinkled through helps keep deer and rabbits out. I would assume the same would work with the chipmunks. Ask a Salon to sweep you a bag full and see if it works.
Hair only works till it rains then It looses it's human smell and has to be re applied. don't waste your time. The best thing to repel critters is liquid fence, I get it at Lowes it smells terrible first day of application but goes away the next day but critters can smell it for weeks after an application. it's $25.00 per gallon and covers 2,000 sq foot I have a lot of gardens and shrubs and I did 4 applications last year and only used the gallon and it does work. And I bet it's something else eating the plants like rabbits or deer.
