What is the most flexible wood.

Question

I want to make a wooden circle about 24' in diameter, and 3' deep. I would rather not go threw the steaming process. Any help gratefully receive.thanks

When I made my wagon I glued up 1X4 boards into flat panels. Cut discs out of the boards the diameter I needed, Then cut the centers out to make hoops. I also went 3" thick by layering the three hoops alternating the grain. 14" wheels for the front and 20" wheels for the back.
