What are our options to install a deck over our leach bed?

We're wanting to add to our deck, but the end of our leach bed is in the only area we can expand our deck. What are options available since we aren't allowed to dig post holes close to the leach bed?

Go up instead of out. Add a second story to the deck and use the lower area for adding swings to the new "floor/roof "of the second story. Go online and look at homes that are beachfront, many of them have multi level decks that are interesting and amazing.
