I have been using a "tabacco tea" on my roses and other flowers to keep bugs from chomping on them. I place a few tablespoons of tabacco in boiling water. Let it cool off and add water. I place in sprayer bottle and spray on flowers regularly.
Plant garlic in your rose bed - you will also gave the benefit of fresh garlic! I plant one garlic between every other rose bush.
