Is there anything i can do to stop cattails from taking over my pond?

cat tails have really became a problem..my workmen take out a small boat, and pull them out as many as they can, but within no time they are right back...cant use poison because its a pond with frogs, turtles, etc...anyone have an idea?

next to impossible. pond is very very deep. my workmen pull what they can from a boat, but some they cannot...
