Do you know what type of pest is killing the trees? I would call an arborist and see what they recommend. See if this link helps.

The best advice I can give you is to call your local or state extension service to find out what bug and how to treat it. Just did this with our Hemlock Trees in Georgia. Then you get your best knowledge possible.
