After battling moles for years and years and trying everything from juicy fruit gum, to dog urine, I found the most effective thing to deter burrowing creatures is Epson salt's. Sprinkle it evenly on the ground and let soak in with either a sprinkling system or rain. They hate the way it makes the earth smell apparently, and leave the area altogether. But you will need to reapply every couple of months or they'll be back

Blood meal sprinkled around the garden could also help you with this problem!
