In general, plants need at least an inch of water per week. Although there are some plants that will either need more or less than an inch, so know your individual plants' watering requirements. I also live in Tennessee. I water my garden about 3 times a week.
Depends on how hot it gets and if you have had rain. How does your landscape look? If lush and full, yoou are doing a good job. If not so great, water more often. Are you fertilizing plants, lawn, and flowers? What do your neighbors do? All good indicators.
Check your garden by putting your finger in the soil to feel for moisture. Try to do this in a few different places and that will help you tell if you need to water. If you have mulch in place that will help keep the moisture in the soil from evaporating so quickly. If you have pots they will probably need watering more frequently than your garden. Here in SE Minnesota we have had hot weather lately and I have had to turn on my soaker hoses every other day in my veggie garden and I have shredded leaves on my garden for mulch. If I don't my veggies, especially my peppers start to wilt!
