It's possibly covered with mold and mildew and smells bad. Go straight for Pinesol, Lysol, bleach water with Dawn, or other cleanser and disinfectant. Let it dry. If you still see or smell mold or mildew, wash it again, making sure to get into seams and crevices. Scrub with a stiff brush, using more Dawn to make scrubbing easier. Rinse completely. Dry in the sun on all sides. It should be ready to use now.
PS. Check to see if your lounge cushion has a zipper. If so, give the cover a couple of hot washings with bleach and detergent In the machine. Wash whatever it was covering to get rid of mold and mildew. Thoroughness will yield good results. Best wishes 😇
I would probably find a cloth shower curtain and make cushions from that. If you don't sew, cut pieces for the top and bottom of a cushion about 4-6 inches bigger all around. Put them over and under the cushion with the right side facing in. Tie the corners into knots. (Have a helper do the opposite corners at the same time. ) Carefully pull the cushion out. Wrap and tie fishing line or heavy thread around the bases of the knots. That way you can untie them and there won't be bumps. Turn the cover right side out and carefully put the cushions back in. Arrange the sides to cover the old cushion. This won't last forever, but it's easy enough to redo.

For quick and cheap. Sew a towel together keeping one side open. Slip on and off for washing.
