You can check around warehouses, building sites or check on your local paper or online classifieds.
craigslist
Local businesses around where I live put them out by the curb so you can take them. I've also approached contractors to ask them if they are going to reuse the pallets and wire reels they are emptying. So far, I've been told they burn them or toss them in the dumpster, so I'm welcome to them.
Try Craigslist in your area E m... seems someone is always giving them away.
