How to level a floor?

What is the best way to level up a cement floor that is 3" lower than the adjoing room. Both rooms are 12x12, would you just poor more cement over existing cement or is there another way to achieve this?

    New concrete will not adhere to old concrete. Frame the floor out with wood joists and new plywood underlayment.

    They have a liquid concrete type mixture that you poor over the floor and it self levels. I'm sorry I don't remember the name of it but ask at the store (Lowes, Home Depot) they would know.
