How to stop a shifting toilet seat?

I have never had this problem before, but the new apartment I am in has a shifty toilet seat. I bought a new seat, changed the bolts - still, no matter what I do it is like sitting on a roller coaster! I don't want to spend a lot of money because it is a rental apartment. Please let me know how to replace a toilet seat correctly and tips on how to keep the bolts from shifting.

    I would wrap the bolts in tape until they fit real snugly in the holes, before tightening the bolts up. Just make sure tape isn't to wide, otherwise you wouldn't be able to tighten up the bolts

    Or Just stop by any store with garden hoses and purchase 2 rubber

    washers that fit in hoses and put them on under the seat then tighten
