I painted my countertop with primer and enamel paint with polyurethane to seal it 8 or 9 years ago and it still looks wonderful. There are instructions on the internet. It's not hard at all, but it does smell to high heaven for a few days.
I decoupage my ugly counter tops with torn brown paper bags and then painted them to look like copper with craft paint and then sealed them with acrylic top coat beautiful and durable. Very easy to do and no toxic smell, only took a couple hours and dries over night . You could use any colors and make them look like granite stone or marble with various painting techniques. You can epoxy them and get anything from carerra marble to copper finish, to granite. Rustoleum makes a granite counter kit, YouTube has a zillion videos on various finishes and how to. Just type in "epoxy countertop makeover"
You can paint just about anything. It is important to rough up the laminate so that the paint can adhere to the surface. Sand the surface well. I like to paint on a primer, then paint the surface with a paint that can be washed easily like a semi gloss. Good luck!!!

Try Kilz as a base. When dry, paint as usual. I used this suggestion from another DIY contributor.
