How to get lemon tree to grow?

I started a lemon tree almost a year ago from a lemon seed. 🌱 this is all that my tree has is 2 leaves. My the is not growing or dying. How to I get my tree to grow? I keep it inside and out gets sunlight. I water it once or twice a week with a spray bottle.

It probably needs more water than a spray bottle can give it once or twice a week, especially if it goes outside and is in the sun.
