Level the ground and also firm it up, a level is handy for that. put the sand down and use it to level out any low spots.
Buy a small level and use each time you clear area to check for levelness. You place the level on the area and check if bubble is between lines. It also can tell you which area needs a little more or less to fix it. If the bubble is to right of lines then you need some more to right end and vice-versa for left.
