How do you level under pavers around garden with sand?

Is there any tricks to figuring where you need to bury blocks either partially or fully before you lay blocks and have to lift them many times?

Level the ground and also firm it up, a level is handy for that. put the sand down and use it to level out any low spots.
Buy a small level and use each time you clear area to check for levelness. You place the level on the area and check if bubble is between lines. It also can tell you which area needs a little more or less to fix it. If the bubble is to right of lines then you need some more to right end and vice-versa for left.
