what is your location and shrub preference
We are in a neighborhood where the houses are pretty closer together. I think I would like to get rid of the bushes all together. I do like Azaleas and or something along those lines that are smaller and easy to tend to
Plant junipers
Do a search for your conditions, and climate zone for "low growing" azaleas. I love one called Nancy of Robin Hill, as well as Sir Robert, Hilda Niblett, Ramapo, and Purple Gem.
My suggestion is to terrace the hill to create flower beds of pre-annual plants to add color all season instead of just when the azaleas bloom. By terracing down the hill with min-decks you can create observation areas & plant around them to enhance the areas using shrubs or flowers that will conceal the deck under structures. When a guest suddenly arrives...have a cup of tea or coffee on a deck graced with a small table & chairs...Place a tall 4 x 4 post at the edge of one deck & hang baskets of flowers & or bird houses, a bird bath...put up out door lighting fixtures at the edge of your decks among the shrubs to light the yard...enjoy your creation!
