We had a plumbing leak in both bathrooms on upper floor and the dry wall in lower bathroom got wet and came down. Now we would like to build a access panel so we can get to the plumbing anytime.

After repairing the plumbing problem this will expose your ceiling joist. You do not want to cut any joist because this will cause structural issues. The best plan is to use the spacing between your joist as the access area, joist are usually space 12" or 16" on center. (width) Your length you will determine. Measure your desired opening. Cut blocks to match the joist height. Nail or screw the blocks to make your desired access opening, be sure to keep it square. Repair your ceiling and trim your opening. Use a 3/4"x 3/4" trim on the inside of your opening to hold the ceiling closure cut to fit from sheet rock of plywood.
