I use Irish spring soap wrapedin net and hung around the garden. I don't have rabbits so not sure about that.
Saw a "scarecrow" on Amazon. It shoots a spray of water when it senses movement. Covers a larger area. The sudden splash will encourage them to leave and give the feeling of being watched.
Spread moth balls a good distance ( so the don't leach into the garden soil) around the garden. All animals hate them.

I grate the Irish spring around my garden and also put down cayenne powder. It works for rabbits, not sure about deer. I also use the kid type wind mills throughout the garden, they seem to work when there is wind.

Use a vegetable peeler on the bar of Irish Spring soap and scatter shavings around plants and bushes. There's a product called Bobbex that works really well if you have something you want to protect though!
I read this from Gma Kirk: A farmer gave me a gross recipe for repellent...but it works. cup or two of urine, tablespoons of crushed garlic, and cayenne pepper, two eggs in a gallon jug, shake well, fill rest of the way with water. Cap and let age a week. Then you drizzle small stream around the perimeter of whatever you want to keep them from eating - works on rabbits too!
