Easiest way to cover peeled and chipped of cheap laminate?

Easiest way to get a smooth paint finish over partially peeled and broken off laminate (not the good stuff, the cheap contact-like stuff) without having to try and peel it all off completely?

    clean laminate with soap and water, or equal parts of vinegar and water.

    follow cleaning with a wipe of denatured alcohol.

    repair damaged areas with a two part epoxy.

    sand entire area to be painted with 100 grit sandpaper.

    wipe with a tack rag and check for missed areas with a flashlight.

    aoply a good quality oil based primer and allow to dry thoroughly.

    apply final paint.

    Make sure they are clean and dry. Use acrylic latex paint. Remove the doors and hardware. Mark the doors and cabinets with tape where they go. Lightly sand the doors and cabinets to remove any gloss and roughen the surface for paint. Prime with a stain blocking primer like Zinsser 123. Then paint with your color. Seal with at least three coats with a water based polyurethane. Use a small foam roller and foam brush for a smooth finish.
