I think you mean "candle covers." The basic ones I generally see are made of a plastic resin type material and you can buy replacements in the lighting department of Lowes or Home Depot, or any lighting store. In my opinion, it's not worth trying to come up with something to make them because they aren't very expensive. Do take one of your old ones along when you go shopping because they come in different diameters and heights. If yours are in good shape but just discolored, they can be spray painted. Also, if you want the "drips," you can add those to plain candle covers with hot glue first, and then spray paint. (I have 3 crystal chandeliers and added drips to all the candle covers on my chandeliers when I couldn't find the drippy ones in the size I needed.)

Out of curiosity, I just searched the Home Depot website for candle covers. Much to my surprise, they have a fairly large selection of fun patterns and colors available now if you want something with a little more pizaaz . However, those are a little more on the pricey side than the plain ones. If you were interested in something like that, maybe you could wrap your existing covers with scrapbook paper and seal with a light coat of modge podge.

Have you thought of cutting a piece of PVC pipe to the right size? The narrow PVC pipe would be the right diameter, and it can easily be cut using a small hack saw. You can spray paint it if you need a particular color.

My husband made them out of pvc pipe too. He also added candle drippings with glue. They have been on my light fixture for about 10 years. They clean really easy and look great.

Wouldn't keep the toilet paper ones. Definite fire hazard.
