The birdbath is too heavy to be moved. The bottom is very porous. Does it have to dry out completely In order to tile it? icon

use a terra-cotta pot saucer the size you like and just set in there. If the concrete is porous it may not hold an applied surface. Considered using some mortar to skim over

I think you could try to tile but the bird bath would have to be completely dry...I would use mini mosaic tiles to achieve a smooth surface once completed.

Actually, a slightly damp surface will be perfect for setting pieces into mortar. Spread the mortar and then place your tile pieces as desired. When fully dry grout the seams. I made a cute one using broken china I got really cheap at the thrift shop!

Isn't it just about impossible to get the mortar throughly dry since it's outside? Well I guess I could cover it with plastic while it is drying.

As long as you don't get any rain it will be fine. I've done loads of outdoor mosaics and used plain mortar with no problems.
