It means that the seal between the glass and the frame has broken, from age, quality of frame and/or glass. Air then leaks in and may eventually get foggy that will not go away. I had this as did most of my neighbors as we all had cheap windows so we all had to replace

I realize this sounds a bit stupid and maybe rude but a good scrub down works wonders.

I think it means the windows are no longer able to seal, so there might be condensation or sweat etc..especially after a rain

you have double or triple paned windows and the seals are broken means that all the gas that was between the windows is now gone due to a crack somewhere in the edges of the window. Basically you need a new window to fix it.
