I have a smallish deck and I want to transform a galvanized tub 36" wide x 12" tall into a pond. What are the best plants to use and how many should I use. It will get early morning to mid day sun.

Papyrus, dwarf gives height, some of the deep purple or varigated Elephant ears, and Canna lillies for colorful blooms. Yoy may want to try water lily... Depending on your zone, you may have to remove the pots/bulbs and over winter

Don't forget to buy some cheap goldfish to keep the mosquito larva at bay. In Raleigh, this tub will probably freeze and you'll need to restart in the spring. Consider the mature size of the plants or you'll overgrow your tub. Don't get more than 1 of anything.

https://www.pondmegastore.com/shop/home.php?cat=286  ; the 290009 with a liner of landscaping cloth works well leave the top above water level by 2+ inches - you can set up on bricks - a very small 'bubbler ( Lowes, etc ) will help with mosquito larvae as they can't tolerate moving water -- or use the Mosquito Dunks -- even 1/2 of one would be sufficient --

Notice your location --- you'll probably need to pull your plants for the winter -

check out the 'tropical bog plants -- which is what you are really building is a 'bog' not so much a 'pond' --- and there are curved baskets as well -- it will be beautiful!!
