If you use a power washer, point the spray down towards the ground. You don't want to get water underneath the siding. Prime and use a good quality outdoor paint like Sherwin Williams or Benajmin Moore.
Hi Kim, I agree with everyone else. Use pressure washer to clean. (You can rent them from Home Depot, Lowe's, etc.,) Then prime it then paint it. There are quality paints for exactly this. Hope this helps.

We had it done for our entire condo association. They spray washed it. Sprayed on a primer. And then the final color. It is wearing well.
Use a power washer first and let dry for two days. Follow with a primer and really good exterior paint.

I recommend to wash and primer it. Then rent a spray gun for an even paint job.
