Silicone vs. Resin for glass pebble mosaic window?

I am planning to make a glass mosaic on an old window using flat bottom glass pebbles. I first saw the idea here. I've been doing research and see DIYers using two methods to adhere the pebbles to the glass: either silicone or resin poured over the finished project. What method do you recommend and why. Thank you!

E6000 glue to adhere the pebbles. Resin over them to create a smooth solid transparent surface.
I used silicone glue, the one used for making aquariums. There`s a clear and a black glue. However, I sanded the bottom of the glass pebbles beforehand. I used tile grout to fill the gaps. The window has been outdoor for four years now, I only had to redo the wooden frame.
I would use silicone glue like the one used for fish tanks
