What is the best way to adhere sea shells to a burlap wreath?

I am making a wreath for my cousin's bridal shower with the wire wreath and doing it myself with burlap. I want to add shells to it but I want to make sure I adhere them properly so they don't fall off.

I would use a glue gun. You can get a small crafting glue gun for pretty cheap on Amazon. I don't know where you are, I am American but I live in GB where they have no craft shops I can find (I know, it should be against the law). In the states you can check Michaels for a cheap glue gun. They usually come with a small supply of glue sticks. Just be mindful that the glue is hot when you first use it and dries quickly.
I agree. I think a hot glue gun would be best. You can get them at Walmart for cheaper than a craft store! Regular Elmer's would honestly be fine, too, but you'll need to lay the wreath down so the shells are stationary, and don't slide off. :)

If you don't want hot glue to show, bend a short piece of florist's wire, or other fine coated wire, into a narrow U shape and plunge the bend into a dollop of glue inside the shell. when the glue had dried or cooled, the two wire ends can poke through the burlap and get twisted together.
E600 is a great craftglue. You can find it at Michaels craft store

For the burlap wreath, I would use a hot glue gun. Just be very careful, it can get pretty hot and burn your fingers.
