Yes! We had a flooring company do ours when they installed our Luxury vinyl 5 years ago. Not sure of the product that they used, but it leveled out the dip we had in our kitchen, sanded it down for smoothness and then put the flooring down.

Yes, a contractor will need to look under the floor to see if there is anything wrong or if the issue is from settling. If the structure is solid and the floor has a small issue They can pour floor leveling compound and lay flooring over it. If the issue is structural they ca repair it and adjust it back to a level floor. Sadly this can be moderately expensive or prohibitively expensive.

Yes, that is, if your floor is not too far out of level. If your house is on a concrete slab you can use self leveling concrete. Take up baseboards, remove old floor covering, pour the leveler, let it dry and cure, then replace flooring and baseboards. You just need to be absolutely sure the low spot you are filling in does not obstruct doors from opening! You can get the leveler at Lowe's or Home Depot.

Have your foundation checked first, especially if it is an older stone foundation. The house may need to be lifted and the foundation fixed and re-leveled. You may also need to have some of the timbers (joists) looked at and replaced, if need be. Then the floor can be dealt with. I would talk to an expert first.
