It has a lot of cooking buildup inside and out, from years of not knowing to preseason it again. How can I clean it safely?

1 c. baking soda and water should help. Bring it to a gentle boil and let sit overnight.
Baking soda and lemon juice
Either of these should work for cleaning, once clean dry it well, sister w on some Crisco shortening, low heat until it is all melted, turn off heat and let sit until cool. Wipe out with paper towels, it's now seasoned and ready to use

An electric fry pan should not need to be seasoned.
