Why won't sweet pea see germinate?

I soaked seeds as instructed on package and planted in potting soil. Two weeks has gone by and nothing.

    reall hard to grow from seed, easier to buy plug plants

    The seeds may be too old to germinate. Check the date on the seed packet.

    Scrape each seed on sandpaper and then plant ...these seeds are tough ...😀

    I germinated 5 year old seeds and used this method with 95% coming up. I placed seeds in warm water for MORE than 24 hours. Using old toilet paper tubes filled within 1 inch of top with good potting soil, I placed a seed and slightly covered it with more soil. It you are concerned about soil coming out the bottom, put small amount of toilet paper in base first. Place all tubes in any container to keep upright. Water well but no standing water please. Cover with plastic bag or plastic wrap and place in warm, SHADY place. On top of the water heater is fine in winter. Remove the plastic as soon as you see green. Keep slightly moist until you have two true leaves. Bring out to more sun for a couple of days, keeping moist. Plant the whole toilet paper tube in the soil at the same level as soil in tube. This leaves a lip that keeps off many of the critters that eat the new shoots. Because they have two true leaves the birds are not as likely to eat the new shoots either. Lastly and most important is that sweet peas do not transplant well (usually) due to an easily broken, long, tap root. The tube keeps that root intact. If you plant seeds in Sept you should have flowers at Christmas in my area. Best of luck.
