Gee, I've only heard of anyone reducing fertilizer by half strength when fertizing roses on a weekly basis, and I really couldn't find an answer to your question online even after half an hour's worth of searching :( I am posting a link by mastergardeners and hope someone listed at the bottom of the link may be able to answer your question. I am curious myself about the answer to this. Sorry I couldn't help :( Good Luck

my short answer is no...if you cut to half fertilizer half water it's 5-26-5.

Diluting fertilizer will only reduce its concentration but not its strength. Your 10-52-10 will remain the same strength, 10-52-10, but will be less in concentration. Some plants are sensitive to the concentration of fertilizer so diluting will provide a lesser concentration. There are many concentrated fertilizers on the market that need to be diluted based on what they are being used on. Similar as fertilizers for hose end sprayers. The concentration is reduced but the strength remains the same in use. Take for example concentrated laundry detergent. You use less but its strength remains.

William is basically correct, however instead of "strength" I would like to clarify to say the "proportion of nutrients" in the fertilizer would remain the same, 10-52-10.
