Garden question I have a Cherokee red dogwood tree doesn't bloom

The tree is now about 10 feet tall and looks quite healthy, however, it's never bloomed or blossomed. I live in the mountains of NC where dogwoods are indigenous to this area. What's wrong?

I have a Cherokee Princess Dogwood that has bloomed sporadically, at best, until this year. It , too is about 10 feet talI. I live in Southern Ontario, and this spring and early summer has been extremely wet. This year our tree was covered in blooms and was absolutely luminous; I'm attributing this change to the amount of moisture the tree received. Next year in the event of a drier spring I will water the tree generously to test my theory
