Paving block on top of existing blocks to stop stones ( not cement )?

I have a small stoned area surrounded by block paving stones get kick over,I do not want to use cement

You can use liquid nails or gorilla glue. They make versions specifically formulated for the outdoors. It will be located in the paint section of your home improvement store. HTH
